About This Role
Under the administrative direction of the Chief Deputy Director, the Chief, Information Technology Division functions as the Division Chief and Chief Information Officer (CIO) overseeing the planning, organizing, and coordinating of the work of the Information Technology Division (ITD), which provides IT services in support of the Department of Human Resources’ (CalHR’s) and the State Personnel Board’s (SPB’s) programs, strategic goals, and business objectives. The CIO serves as the principal policymaker for the Department’s IT programs and services, serves as a member of the Department's Executive team, and is the Chief IT policy advisor to the Executive Staff on all aspects of IT.

- Describe your experience developing and implementing innovative IT solutions for a variety of business needs. Include specific examples of your experience that demonstrates the following:
- Ability to manage a large-scale information technology program;
- Ability to develop a culture that values diversity and inclusion;
- Ability to ensure a data and analytics-informed culture of continuous service improvement and evaluation;
- Ability to collaborate and support innovation and culture change throughout the Division.
In your response, please include relevant years of work experience in a managerial capacity that demonstrates your ability to manage the timely delivery of services to customers and staff.
- As a member of the Executive team, you will be expected to lead beyond just the IT function. Describe an experience where you championed an initiative or made a decision that required you to think about the entire organization’s success, even when it meant deprioritizing IT needs or resources.
- Describe your experience with and knowledge of information technology policy development, recommendation, and implementation. In your response, please include specific examples of your ability to facilitate the establishment of priorities and provide policy direction that aligns with an organization’s mission.
- Describe your experience overseeing IT projects. In your response, include an example of an enterprise IT modernization project where you directed, analyzed and developed project plans and budgets to ensure the project was completed on time and within available resources. Please explain the project, budget, your role, and the outcome. In your response, include information to demonstrate your experience with cloud and virtual environments, operational management, and system development and migration strategies.

Applicants Must Demonstrate The Ability To Perform High Administrative And Policy – Influencing Functions Effectively. Such Overall Ability Requires Possession Of Most Of The Following More Specific Knowledge And Abilities:
- Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

- Managerial experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success across multi-disciplinary stakeholder interests
- Strong leadership and management team experience demonstrating an ability to create clear goals and expectations, encourage leadership, use sound judgement in managing complex and varied programs
- Experience facilitating collaboration across various stakeholder groups who have different, sometimes conflicting, priorities
- Ability to gain the confidence and support of executive leadership and provide effective advice on regulatory and administrative matters and policies
- Ability to collaborate with others to achieve mutual goals and meet the organizations' and external stakeholders' strategic goals and objectives
- Experience with forecasting and managing a division’s budget.
Examination Information
If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
