This Business Architect serves as a strategic partner to the Director, Office of the CIO (OCIO), with a focus on establishing and maturing core business capabilities across IT. This role defines, develops, and operationalizes the IT operating model including governance framework, financial management processes, performance management, and vendor management. The Business Architect ensures alignment between IT strategy, enterprise needs, and operational execution, acting as a connector between IT, Finance, Procurement, Strategy, and business partners to ensure technology investments deliver measurable, sustainable value.
Required Education: Bachelor’s Degree or equivalent work experience (Two years’ relevant work experience is equivalent to one-year college)
Required: 7/+ years’ experience in business architecture, managing enterprise-level programs strategic initiatives or cross-functional projects within technology or business transformation. environments. Experience should also include:
- Knowledge of business architecture, IT governance, service delivery, cost models, vendor ecosystems and compliance standards
- Financial modeling and cost analysis
- Data analytics and dashboard development
- Understanding of enterprise capability mapping, process modeling, and architectural documentation
- Strong vendor management and negotiation skills

As Business Architect OCIO, Your Day May Look Like
- Define and maintain operating models, process frameworks, and capability maps, and partner with Enterprise Architecture to ensure technology blueprints are aligned to business strategy and OCIO governance structures.
- Develop, operationalize, and continuously refine the IT governance framework, including decision rights, committee structures, charters, and governance documentation
- Coordinate and facilitate IT governance forums, leadership meetings, and enterprise reviews.
- Develop and maintain consistent governance documentation, decision logs, and follow-up actions. Ensure activities are in compliance with organizational policies and relevant external regulations.
- Define and support IT financial governance processes, including budgeting, forecasting, accruals, variance analysis and cost allocation.
- Build and maintain dashboards for IT spend, cost drivers, performance metrics, and financial accountability.
- Partner with Finance and IT leadership to optimize spend and drive financial accountability.
- Support vendor management activities, including vendor QBRs, performance tracking, portfolio rationalization and compliance.
- Maintain vendor scorecards and support contract creation, renewal and escalation processes.
- Coordinate quarterly business reviews (QBRs) with IT leadership and business units, summarizing IT performance, service levels, and value realization.
- Track action items and improvement commitments from QBRs and governance forums.
- Produce executive dashboards and monthly CIO scorecards for leadership and board reporting. Oversees the performance measurements and ensures action plans are in place as needed.
- Evaluate effectiveness by collecting and analyzing data in support of key performance metrics.
- Promote consistent messaging and transparency regarding IT performance and financial stewardship.
- Lead cross-functional projects and delegate work products.
- Provide guidance, coaching, and training to other employees within job area.
As of the date of this posting, a good faith estimate of the current pay range is $131,541 to $197,311. The position is eligible for an annual incentive bonus (variable depending on company and employee performance).
The pay range for this position takes into account a wide range of factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, travel requirements, internal equity, business or organizational needs, and alignment with market data. At Blue Cross of Idaho, it is not typical for an individual to be hired at or near the top range for the position. Compensation decisions are dependent on factors and circumstances at the time of offer.
