This position serves as the Chief Information Officer (CIO) for the Office of the State Superintendent of Education (OSSE). The mission of OSSE as DC’s state education agency is to set high standards, build educator and system capacity to meet those standards, expand educational opportunities for all learners with a focus on those underserved and hold everyone accountable for results.
The incumbent is responsible for overseeing and coordinating all functional teams and areas within the OCIO, which is responsible for providing the full range of Information Technology support for internal users (network, telephone, computer hardware and software, and data management services) as well as external users (applications and analysis for the City, Schools, Students and educational stakeholders) needed to drive outcomes for students and systems improvements at all levels. The incumbent directly supervises a Deputy Chief Information Officer and the Director of Infrastructure and IT Security and serves as a member of OSSE’s Leadership Team. Further, the incumbent interacts regularly with Local Education Agencies (LEAs), schools, and other personnel and stakeholders within the District of Columbia.
Major Duties And Responsibilities
Maintains broad leadership responsibility for the planning, directing, coordinating, and implementing of all IT services and functions of OSSE. Has responsibility for managing and ensuring coordination of the collective efforts of a multi-disciplined staff of government managers and/or contractors assigned to OSSE programs, ensuring that work is planned and executed according to applicable policies, procedures, and guidelines.
Develops and maintains working relationships with other OSSE divisional leadership and program officials to ensure that information needs of the operations and program areas are met.
Guides subordinate managers in strategic planning in related areas and assures implementation of the organizational goals and objectives of the various functions and subordinate activities of the OCIO. Directs and oversees work through subordinate managers.
Ensures periodic and comprehensive assessments and evaluation of IT program goals and objectives that will provide a basis for long-range planning to enhance OSSE capabilities, Identifies and implements reform initiatives to reduce total costs and still meet customer requirements.
Represents the State Superintendent within the agency and with agencies and organizations by establishing, developing, and maintaining effective working relationships with other coordinating organizations. Delivers presentations on program status, accomplishments, problems, and program objectives to senior OSSE officials, other government officials, and executives, both internal and external.
Qualifications And Education
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

Experience: Requires an expert knowledge of information technology; leadership and management of information services; leadership in planning, developing and implementing information and business processes and technologies; data and system management; system design and development; assessment of systems and requirements; supervision of a staff of professional and technical employees; hardware/soft with several mainframe/PC operating systems (e.g. IBM, SUN, ORACLE and UNIX); network operating systems; operation of large-scale computer centers; providing management consulting and reporting for data processing functions; providing work techniques that promote success; and excellent verbal and written communication skills.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
