CISO of US DOT and a member of the Senior Executive Service (SES). Former CISO of the Bureau of Alcohol, Tobacco, and Firearms (ATF). Before ATF, he was the CISO at the U.S. Federal Election Commission (FEC), where he implemented the agency's first Enterprise-wide Security Operations Center (SOC), improving the FEC's identify, detect, and response capabilities. Before the CISO roles, Jay held various leadership positions at Deloitte, U.S. Department of State, Department of the Airforce, and the Department of Defense. A focus on demanding operational standards of execution was paramount for mission success and personnel safety.
Served 13 plus years of honorable service in the U.S. Army and U.S. Air Force, in numerous positions in the rank of Airman (E1) through Captain (O3) both deployed overseas and in the United States. These jobs required leadership of the military and civilian personnel and management of programs ranging from engineering, operations, logistics, & information technology.
Is a recipient of the Harvard Kennedy School (HKS) Certificate for completing the Intersection of Policy and Technology course where his cohort explored the following: technical and policy aspects of security, surveillance, and conflict; skills applicable to other situations in which cybersecurity strategy and technology interact; techniques of risk analysis and threat-modeling relevant to a broad set of problems; cybersecurity and national security issues; understanding the technologist view of cybersecurity policy, cybersecurity for law enforcement; and challenges for government cybersecurity.
Hold a Doctorate in Information Technology with a concentration in cybersecurity from Capella University, where his work focused on phishing mitigation and countermeasure strategies within the U.S. government. He also holds a Master of Science in Management of Information Systems from the University of Illinois and a Bachelor of Science in Computer Science from Illinois State University.
