I serve as the driving force behind capability advancement for the identification, analysis, monitoring, mitigation, and prevention of cyber and physical security risks to North America’s electricity industry. I head the strategies and project portfolio for technology solution planning, development, and implementation. I’m also an R&D Committee Member of the Electricity Subsector Coordinating Council (ESCC).
► Saving $200K, I revamped the technology research, development, and deployment practices and implemented procedures for business case analysis. This involved reviewing business stakeholders’ insights and adopting the cutting-edge technologies of federally funded R&D centers and DoE National Labs and Technology Centers.
► By establishing regimented SOPs and policies, I accelerated project delivery and completed a project stalled for two years, providing initial operating capabilities in six months.

I served as the senior operational point of contact to E-ISAC members, other ISACs, and federal, state, and local government agencies, and I built relationships with domestic and international partners. I directed a team of security analysts in E-ISAC member outreach, reporting, and information-sharing, and I managed threat triage, sector impact assessment, incident response, and E-ISAC Watch Operations business continuity.
► I established Watch Operations, including SOPs, team, and the strategy for 24x7 operations.
► Through outreach to national cybersecurity stakeholders in the DHS and enhancements to the Portal, support, and security, I drove member adoption of the secure-messaging solution 500%, increased Portal adoption, and accelerated software fixes.

Chief, Watch Operations
Through a key role in designing the communication strategy for public-sector and industry partnerships, I helped modernize the federal government’s security clearance/background investigation processes. As a legislative affairs liaison, I drafted proposed legislation and inter-agency policies related to information-sharing between law enforcement, military, and civilian investigators.
► I was instrumental in simplifying communications to streamline the security clearance process, including technology advancements, after the OPM data breach. I boosted agencies’ knowledge policy impacts on technology innovation procedures, personnel, and planning. I also supported interagency partners in defining data standards, enterprise IT requirements, and planning IT investments.

Modernization & Stakeholder Engagement
Pioneering a $100M+ “special technologies” assessment program and steering application development, I enhanced emerging intelligence collection and analytical technologies. I briefed and advised Secretary, Deputy Secretary, White House representatives, Department of Justice, and National Security Council staff on national security risks. During this time, I was chosen as the Acting Director of the Network Security Operations Center, in addition to my regular duties, while a permanent director was sought.
► I advanced capabilities in intelligence, counterintelligence, and counterterrorism while slashing spending on classified research and technology innovation. I took on project governance for requests from 17 Intelligence Community member agencies and coordinated cross-agency efforts.
► To support the build and operationalization of government and private-sector cyber-defense programs, I formed public-private partnerships and led a nationwide team of application developers.
► Playing a key role in bringing DOE into compliance with Executive Order 13587, requiring an Insider Threat Program, I drafted the agency’s first Insider Threat draft order, policy, and requirement memo.

I'm a cybersecurity and counterintelligence expert with more than 25-years experience leading analysts and network defenders in protecting government and private sector critical infrastructures. As a board member of public and private schools and institutions, I collaborate with organizations to help them understand and mitigate the wide range of security challenges they face.
