In my third and final promotion with ICE, I advanced into a role that filled the agency’s critical need for strategic planning. I created roadmaps and directed initiatives that improved IT enterprise operations, security compliance, and IT Service Management. Key contributions included :
- Selected by Office of Management and Budget (OMB) to co-chair committee that, for the first time ever, established a reporting framework and guidance for federal agencies to receive money from the U.S. federal government’s $85B+ IT budget.
- Led cross-functional DHS team to establish one unified immigration record by defining data standards, establishing reporting systems, and leading a 40TB data warehouse integration.
- Saved $15M over 5 years by consolidating overlapping contracts and improving contract accountability.
- Developed executive strategies for Atlanta Hartsfield-Jackson Airport (Busiest in the world, while on assignment to TSA), and Southern Border and Approaches Campaign (Top White House Priority, while on assignment to DHS Office of Policy)

In this leadership role, I managed a $32M operating budget for a law enforcement IT portfolio serving over 8,000 end users. I supervised 14 mid-level managers with a total of 130 indirect employees who designed, developed, and managed ICE’s software systems. Key contributions included :
- Saved $150M in salaries and operational funding by developing strategy to improve ICE’s reporting outcomes through data governance and quality control.
- Rescued criminal data program that was $30M over budget and 7 years delayed; within 1 year, launched system that championed officer safety by decreasing record check time from ~15 min to less than 2 min.
- Won $1.5M to pioneer an open-source, two-factor authentication solution that generated 70% cost savings.
- Boosted FISMA scorecard from 75% to 95% by allocating more funds to cybersecurity.
- Delivered mobile biometric solution that identifies 98% of violent criminals during routine operations. The solution won “Most Innovative” at the 2015 ACT-IAC Mobile Application Fair.
- Directed cloud platform implementation, which brought system availability from 93% to 99.98%, delivered 50%+ cost savings, and allowed team to close 150+ security vulnerabilities within 6 months. The platform was adopted by ICE as preferred solution for 120+ systems

Senior Director, Portfolio Management
After great success leading change as an IT project manager, I was promoted to save a floundering, $60M “high risk” electronic health records (EHR) program that delivered 2K+ customer requirements for the U.S. Public Health Service, the medical authority for detainees in DHS custody. Managing $7M budget, I led 25 employees to deploy a program supporting over 1,000 medical operations professionals. Results included :
- Lowered program costs from $216M to $56M by adopting a cost-effective, commercially available electronic health records solution that still met complex regulatory requirements.
- Delivered on-time EHR system that allowed personnel to perform 200K+ medical screenings and 1.5M+ medical transactions annually while also improving patient outcomes by eliminating over $20M in duplicative and inefficient procedures each year.
- Awarded agency’s 2 highest honors for EHR program leadership and success : the Director’s Meritorious Service Award and the Team of the Year Award.
