James (Jim) Sheire serves as a Branch Chief at CISA, directing the Cybersecurity Quality Services Management Office (QSMO). The Cyber QSMO serves as the government marketplace of high-quality cybersecurity services that align with federal requirements while reducing costs. Through the Cyber QSMO, CISA standardizes, markets, and makes available high-quality cybersecurity service offerings and capabilities to missions throughout federal government. With a long-term vision for modernizing the federal government and improving mission support functions, the Cyber QSMO will include service offerings from commercial providers, along with the services currently offered by our valued federal shared service providers.

James (Jim) B. Sheire is Division Director, Identity Assurance and Trusted Access of the Office of Government-wide Policy (OGP) at the General Services Administration (GSA). Under the direction of the White House Office of Management and Budget (OMB) and Office of the Cybersecurity Coordinator, Mr. Sheire oversees and directs the development of policies and services for identity and access management to support Federal government cybersecurity initiatives and enable secure online service delivery to citizens. As Division Director, he oversees the substantive, technical, and administrative work of the division, including the Federal Identity, Credential, and Access Management (FICAM) program, Trust Framework Solutions (TFS), FICAM Test Program and Approved Products List, Federal PKI Policy Authority, ICAM Shared Services, and other identity services innovation and development. He also facilitates government-wide collaboration as Co-Chair of the Federal CIO Council Subcommittee on ICAM (ICAMSC), including coordinating and developing government wide policy, program guidance, identity management standards innovation, and implementation and acquisition support. Current Top Secret security clearance.

A key Obama Administration cyber security initiative, the National Strategy for Trusted Identities in Cyberspace (NSTIC) charts a course for the public and private sectors to collaborate to raise the level of trust in online transactions. Jim manages strategic alliances with NSTIC stakeholders, building and leading public-private collaborative initiatives in segments such as cloud services, mobile and telecommunications, and health IT to help catalyze a marketplace of secure, interoperable, cost effective and user-friendly identity solutions for the Internet.

Jim also worked in the information technology industry, managing cybersecurity government engagements for NXP Semiconductors and Philips Electronics.
