• Serve as the single point of contact to manage all DoIT relationships with the Department of Environmental Services. Responsible for understanding the business and direction of the agency, assists in the prioritization of projects, ensures that projects align with the technology that best meets the agency’s needs while complying with DoIT standards and policies, and directs IT strategy in support of the overall business strategy.
• Manage all budget related activities pertaining to the IT expenditures, including the creation of the biennial budget and execution of the approved budget.
• Directly supervise the embedded ASD-DES staff as well as providing daily direction and support to other DoIT staff assigned to support DES.

o Increased revenue by 6% per annum while managing this portfolio.
o Earned 97% of the possible award fee under contract requirements – the third highest
award fee percentage earned during the 10-year period of performance of this contract
and the predecessor.
• Led and managed a $10.5M Cost-Plus-Award-Fee/Level of Effort Government Contract.
o Actively collaborated with clients to define needs, develop profitable solutions that achieved the client’s desired outcomes within a mutually beneficial cost, schedule and performance framework.
o Increasedrevenueby13%intwoyears.
o Earned 98% of the possible award fee across two Technical Task Orders.
• Built, developed, and mentored a diverse workforce to achieve unity of purpose, solve complex
problems and achieve mission outcomes.
o Ensured deserving employees were recognized, received in excess of $500K in annual

• Led the Command and Control of hundreds of military and civilian-sector cyber operations executed by CNMF forces that resulted in classified mission outcomes to support U.S. and Allied National Interests.
• Synchronized logistics and all movement for five “Cyber Defense Forward” missions for U.S. Forces in Lithuania, Montenegro, Macedonia, and Ukraine. These missions redefined support to Allies with state of the art equipment, on-net, at the Partner Nation network operations facilities hunting for and enabling follow on pursuit of Malicious Cyber Actors.

• Responsible and accountable for all aspects of leadership and management of the field site to include personnel, budget and finance, security, facilities and operations.
• Responsible for interagency and host-nation relationship management.
• Led an unprecedented strategic change effort. Transformed the site from a military-led
organization of hundreds to a civilian-led organization of 42 while recapitalizing the entire
campus (work spaces, power distribution, cooling, and antenna fields.)
• Led a multi-year and multi-million dollar project to build a state-of-the-art, high-capacity
regional data center to host data, analytics and user services.
• Led an additional multi-million dollar project to modernize all aspects of the regional
intelligence community telecommunications facility.
• Completed multi-year and multi-million dollar renovation projects to modernize “people space”
to ensure facilities were 100% compliant with federal construction, security and regulatory requirements.

About
Ken Weeks is the Chief Information Security Officer for the State of New Hampshire. He spent most of his adult life as a Naval Officer, Special Duty, Cryptology and Information Warfare, and retired as a CAPT (O6). Although most of his time was spent in the Pacific Theater, he also enjoyed several all-inclusive trips to Somalia, Iraq, and Afghanistan. After the Navy, he worked as an Executive Leader of Cyber Operations at the National Security Agency (NSA). Ken spent a couple years in the private sector as a Consultant with Booz Allen Hamilton and then moved to New Hampshire and back into public service. Ken also serves as a Director for The Overwatch Foundation, a non-profit whose mission is improving Cybersecurity and protecting Critical Infrastructure in New Hampshire. Since he always works in rooms with no windows and under artificial lights, he spends the rest of his time as an avid four seasons outdoor sportsman with his spouse, teenagers and two Irish Wolfhounds.
