Managed, developed, and implemented migration of Division of Oil, Gas, & Geothermal Resources “WellStat” application (oil & gas well statistics now known as WellStar) from IBM mainframe at Teale Data Center to the Online Production & Injection system; custom application development operated using Microsoft SQL Server database, object-oriented software (Delphi/Pascal) with Web-based reporting. This system received an “Outstanding Government Solutions Award” from Microsoft in 1999. This saved the Division over $250,000 a year in data center costs.
Departmental liaison for interagency GIS & application development matters including Resources Agency’s CERES unit, Department of Defense’ DARPA, Lawrence Livermore Radiation Laboratory (LLNL), Caltech’s Jet Propulsion Laboratory, UC Berkeley’s Research Program in Environmental Planning and Geographic Information Systems (REGIS), UC Davis’ Information Center for the Environment (ICE).
Managed and developed end-user application development DARPA’s GeoSAR project, a synthetic aperture radar-based terrain modeling project. Consulted with the Napa County Resource Control District (RCD) with evaluation of technology for terrain modeling & watershed analysis.
Managed and prepared all departmental FSRs, BCPs, Operational Recovery Plans, IT Strategic Planning, and other DOF/DOIT-mandated management reporting.
