Implemented a PMO and maintenance program to execute capital projects of approximately $80m annually. Led a technology teams to design and implement a SAP based asset management system as well as analytics based security monitoring and management tools. I also led numerous projects to enhance the physical and cyber security for the western electric grid and was recognized by regulators for a best in class system and compliance program. I led strategy planning initiatives to develop technical and organizational roadmaps to to continuously evolve the deployment of tools and corresponding organizational structures to ensure that security operations are responsive to emergent as well as unplanned threats
I also led a transformation of the technical services group that included the development of a managed services model to increase efficiencies and improve service performance across the 50,000 square mile service territory. Teams led by me developed a supply chain optimization model to support redefined vendor relationships for procurement of equipment, software and services. I led the development of incident response plans and business continuity plans for critical infrastructure.
My regulatory experience includes rule making and security standards development. I represented SCE at California Public Utilities Commission hearings and, coordinated balloting positions of all major California utilities on cyber and physical security issues. I also participated in the development of national guidelines for peer reviews of risk based compliance programs within the electric sector under the auspices of the North American Transmission Forum (NATF) to promote reliable operation of the US electric grid.

I developed a group to evaluate risk, create governance processes and build cybersecurity controls models. I also performed long range planning for compliance and regulatory strategy in the for areas such as Transmission, Generation and Power trading impacted by NERC compliance. The group developed led by me developed capital project plans that exceeded $150m in expenditures through FY2018. A major achievement during this period was the development of a strategic plan to merge the compliance operations and reporting structure across power delivery (Transmission & Distribution) and power supply (Generation, Nuclear & Trading Operations) divisions within SCE.
I have extensive experience with the California Public Utilities Commission general rate case proceedings where I authored testimony to recover $150m regulatory costs with 100% cost recovery achieved. I served as industry expert on the national electric reliability assurance initiative, North American Transmission forum reliability task force and, developed implementation guidance for national physical security standards for the electric sector.

I led SCE teams on national electric reliability standards drafting projects and industry task forces related to electric reliability in transmission systems. My experience includes planning for electromagnetic pulse (EMP) events under the direction of the US Department of Energy. I also managed a team to develop protocols to support SCE's activities as a part of the national spare transformer initiatives that were used for mutual aid during hurricane Sandy and numerous California wildfires
I led the implementation of NERC compliance programs across SCE's Transmission and Distribution divisions, managed NERC audit teams and led outreach efforts with key stakeholders in Grid Operations, Substation Construction and Transmission Engineering. My teams also participated in negotiations with third parties including renewable power generators as the lead for compliance and regulatory matters.

Raghu has led engagements for technology strategy, risk, compliance and cybersecurity in the private and public sector. His clients include global Fortune 500 companies across industry sectors such as Power & Utilities, Oil & Gas, Critical Infrastructure, Healthcare, Financial Services, Manufacturing, Technology as well as government entities that provide citizen services such as justice and healthcare.
He has designed and implemented broad digital transformation initiatives as well as targeted solutions to manage risk and cybersecurity. He has helped clients plan technology investment prioritization strategies to meet compliance obligations under FERC, SEC/CFTC, GDPR, CCPA, CFATS, CPUC, SOC 1/2 and various ISO standards. His familiarity with operationalizing frameworks such as CoBIT, ITIL and NIST within organizations has allowed him to provide guidance to clients on furthering their technology transformation initiatives with a focus on value generation.
He has previously served clients in the Power and Utilities sector by developing risk-based internal compliance programs for asset management, third party risk, regulatory operations and business resiliency. He has also supported IA functions within IT and T&D organizations to evaluate deployment readiness of enterprise compliance programs for multiple investor owned utilities (IOUs) and Independent System Operators (ISOs) subject to NERC, FERC and state PUC rules.
