Experience:
Practices law in the area of privacy and data security with a focus on transactional and commercial matters. Works with companies to create new products and services that leverage data.
Represents clients in strategic corporate and commercial transactions involving domestic and international data flows and the use, disclosure, and protection of sensitive data. Helps clients structure, draft, and negotiate complex commercial agreements, including sourcing transactions, joint ventures, and alliances. Advises companies in the procurement and protection of data rights and in enabling transactions that involve difficult privacy and security issues. Assists companies in the design and creation of template customer-facing agreements for existing, expanding, or new product lines, including products involving the collection, use and disclosure of sensitive data.
Privacy and security practice also focuses on the development and implementation of data protection compliance programs consistent with HITECH and the Health Insurance Portability and Accountability Act (HIPAA) privacy and security rules. Scott counsels companies in responding to data incidents under federal and state laws.
Transactional practice also extends to representing technology, internet, health care, life science and financial services companies in venture and strategic financings, mergers and acquisitions and governance matters.

Partner, Global Co-Lead of the Privacy & Cybersecurity Practice
Professor of two courses for University undergraduates enrolled in the Honors Program.
Constitutional Law. Created a new course on Constitutional Law, which is now regular offering for pre-law students, designed to give students a flavor of what law school is like and also to give students an understanding of how the Supreme Court comes to its decisions. Taught using the socratic method, the class provided students with an introduction to Constitutional law with particular focus on the Bill of Rights and specifically on the 1st and 14th Amendments. The class explored hot-button constitutional issues of interest to undergraduates, including freedom of religion, the separation of church and state, freedom of speech, marriage and affirmative action.
Electoral American Politics. Created a course focused on presidential elections and designed to provide students with an understanding of presidential politics and elections. Topics are approached with as much empirical evidence as possible with heavy reliance on current political science writings.
Students were prepared to examine critically the race for the White House in the 2012 election, and the battle for control of the House and Senate.
