Brief Description
Under the general direction of the Senior Vice President (SVP) - Chief Financial Officer, the Chief Information Officer leads the JTA in developing, implementing and maintaining policies, procedures and standards related to technology practices and strategic plans that result in effective utilization and investment in enterprise-wide information technology and intelligent transportation systems to accomplish the JTA’s goals and objectives. Hires, develops and retains highly qualified technology professionals; establishes training programs to develop skill sets required to support technologies and meet organizational goals; and, monitors technology advances to ensure that the JTA stays abreast of emerging technologies that will support and optimize the Authority’s mission and work. Ensures the JTA has comprehensive tools, technology and processes for the transfer, storage and retrieval of electronic, print and all other forms of information essential to operate the business of the Authority. This position will entail hands-on technology development, system/program design and day to day management duties.
Essential Function(s)
- Exercise oversight authority and broad discretionary judgment to manage all functions and resources of a JTA department to achieve the department's strategic priorities.
- Communicate a vision and provide department leadership to focus employees so they may become proficient and motivated to do their best work. Through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and coordinating other human resource actions with the JTA HR Department.
- Direct the development and administration of budgets, policies, projects and programs of the department to effectively and efficiently deliver high quality services to the JTA and the community.
- Collaboratively and cooperatively work with the CEO, the Executive Leadership Team and other senior leaders to analyze JTA needs and take action in response to those needs.
- Explore strategic options and determine when and how to utilize external partnerships versus internal build-out.
- Ensure that department operations conform with local, state, and federal government regulations, and to the JTA’s internal rules and policies.
- Improve service to the community by providing vision, leadership and skills that enable the JTA to benefit from technological innovation.
- Provide central information technology services to JTA departments and offices including data center operations, network services, business application development and maintenance, end user support for personal computers, strategic technology investigation, project oversight and contract administration for the JTA’s technology providers.
- Develop, coordinate and provide for overall administration of the JTA’s strategic information plan, which includes capital planning, application portfolio management support and systems infrastructure management activities.
- Lead the JTA in planning and implementing enterprise information systems, Intelligent Transportation Systems, and related infrastructure to support the business operations and achieve more cost beneficial organization-wide technology operations.
- Ensure new technology products and services are successfully implemented including process, technology, training, people and physical facilities components.
- Design, implement and evaluate the systems that support end users in the productive use of computer hardware and software.
- Oversee and evaluate system security and back up procedures.
- Anticipate and execute organizational requirements for technology solutions.
- Support cross-functional implementation projects and teams.
- Ensure that management and employees have easy access to comprehensive and useful information in order to maximize decision-making and productivity.
- Understand and can utilize financial data, corporate dashboard information and other key performance indicators to support process performance.
- Participate in the selection of vendors and in negotiating contracts.
- Recommend technology platforms, hardware, software and partnerships needed to meet requirements.
- Interact with internal and external customers to ensure continuous customer satisfaction.
- Lead the development, review and certification of all back-up and disaster recovery procedures and plans.
- Maintain and track all IT related equipment to minimize theft, ensure the Authority has the necessary equipment and provide reporting to the accounting team for proper financial allocation.
- Oversee the cybersecurity detection, prevention, training and implementation initiative efforts through innovative solutions and monitoring software.
Minimum Qualifications
- Bachelor's degree in Computer Science, Management Information System, or related field, from an accredited college or university.
- Minimum of seven (7) years of progressively responsible and relevant human resources administration experience, including three (3) to five (5) years of supervision and management of professional human resources staff experience.
- Information Technology certification(s).
Preferred Qualifications
- Transit or Transportation technology or planning experience.
- Advanced degree.

- Work collaboratively to enhance JTA’s reputation for excellence through best practices, reviews, accountability for performance and continuous improvement.
- Strong organizational, analytic and strategic-thinking skills with demonstrate how to create, implement and monitor complex plans and translate those plans into goals and concrete methods and strategies.
- Strong communication skills, both orally and in writing, with sensitivity, passion and a focus on unity and equity.
- Knowledge of or familiarity with Federal Transit Administration (FTA) regulations.
- Knowledge of or familiarity with pertinent federal, state, and local laws, codes, and regulations including applicable Florida Statutes and other laws related to the use of public funds and tax laws.

Work Environment/Physical Demands
The Chief Information Officer (CIO) works in an office environment where the noise level in the work environment is usually quiet. The CIO may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs. The position may require occasional travel to attend meetings, conferences, or training sessions.

- Performing repetitive motions.
