Job Overview
Dhaka Technologies Limited is seeking an experienced IT Consultant to conduct a comprehensive assessment for one of our client's information technology environments. The consultant will analyze current systems, applications, workflows, infrastructure, and operational processes and provide strategic, technical, and financial recommendations.
The outcome of this engagement will serve as the framework for DC Gov Information Technology (IT) Strategic Operations Plan, ensuring alignment with organizational goals, OCTO regulations, and industry best practices.
Environment & Systems in Scope
The assessment will include, but is not limited to, the following platforms and services:
- Accela – Permitting and workflow management
- Certifi – Certificate of Occupancy (COO) application platform
- ProjectDox – Electronic plan review and permit submission
- SCOUT – Public-facing permitting, inspection, and compliance analytics
- Tertius – Construction inspection marketplace
- Salesforce CRM
Phase 1: IT & Process Assessment
- Perform a needs analysis of the current application portfolio
- Analyze process flows, functional overlap, and integration gaps
- Identify applications for elimination or consolidation
- Assess operational congestion and pain points
- Benchmark OIS operations against similar-sized municipal and District government IT organizations
- Provide implementation and process improvement recommendations
- Identify key improvements and industry best practices
Phase 2: Implementation Planning
- Develop an implementation plan based on assessment findings
- Create a detailed execution timeline and budget projections
- Identify budget impacts, cost savings, and implementation strategies
- Recommend new applications and elimination or modification of existing applications
- Justify proposed application scope changes or new solutions
- Develop a staff training, change management, and workforce development plan
- Provide QA/QC benchmarks and performance measures
- Deliver a comprehensive report evaluating implementation efficiency and effectiveness
Phase 3: Financial, Infrastructure & Strategic Analysis
- Deliver a financial analysis comparing current and recommended IT costs
- Provide itemized cost breakdowns for recommended applications
- Identify one-time, ongoing, and associated implementation costs
- Conduct comparative cost analysis for new technology acquisitions
- Ensure IT initiatives align with DOB’s mission and business objectives
- Ensure compliance with Office of the Chief Technology Officer (OCTO) regulations
- Collaborate with internal departments to align technology with business needs
- Prioritize IT initiatives based on business value, timelines, and budgets
- Develop a 5–10 year strategic technology roadmap
- Conduct performance benchmarking and analyze user feedback
- Assess risks including equipment failure, data loss, security gaps, and scalability limitations
- Evaluate IT infrastructure, network performance, bandwidth utilization, and compliance gaps
- Identify cloud computing opportunities for scalability, flexibility, and cost efficiency
- Recommend automation and artificial intelligence (AI) implementation strategies
- Identify opportunities to streamline repetitive IT tasks (e.g., user provisioning, approvals, backups, monitoring)
- Conduct interviews with leadership from: Office of Zoning (OZ), Office of Construction of Business Standards (OCBS), Office of Strategic Code Enforcement (OSCE), Office of the Director (OD)
- Conduct a closing briefing to senior management 115 days after contract award, presenting consolidated findings and recommendations
Required Qualifications
- Minimum 5 years of experience delivering IT consulting or solution architecture services for organizations comparable in size and complexity.
- Strong knowledge of IT operations, infrastructure, security, and enterprise applications
- Experience with government or public-sector organizations, including knowledge of District of Columbia operations, codes, and ethics
- Demonstrated analytical and research skills with the ability to deliver actionable recommendations
- Ability to manage multiple tasks independently in a collaborative, team-oriented environment
- Technical knowledge across telecommunications, software/hardware systems, networking, audio-visual operations, information systems, and databases
- Experience with Accela, SCOUT, Tertius, Certifi, Salesforce CRM, and ProjectDox
- Ability to develop and execute a risk management plan to minimize disruption to ongoing operations
