PMO Analyst II
This position is
hybrid model in our
São Bernardo do Campo unit.
Position Summary
Reporting directly to the Head of PMO, the mission is to assist Project Managers in planning and monitoring the execution of projects as well as to contribute to the operational activities of the Project Management Office (PMO).
The PMO Analyst supports all project management activities of moderate complexity and criticality (category A0, moderate risks), from the initial offer to project closure, and all stakeholders of the offers and projects, including WPM (Work Package Manager).
In accordance with Thales’ management system, Chorus, which covers best practices, instructions, and activities described in process 5.2 PRJ - Manage Project, throughout all project phases.
Unite the stakeholders on fundamental practices and tools for managing offers and projects.
- Provide expertise and know-how to offers and projects for better performance throughout the offer/project lifecycle through consistent practices (best practices, recommendations, and coaching).
- Ensure continuity between offers and projects.
- Schedule the milestones of offers and projects.
- Ensure the preparation of the baseline, its coherence, and completeness, and contribute to it from the offer phase.
- Guarantee the validity of the data for offers and projects, including oversight of the client repository.
- Consolidate the dashboards for offers and projects based on collected information.
- Drive feedback for the benefit of future offers and projects: manage the associated process, collect and share lessons learned.
Key Areas of Responsibility
In the context of projects with low complexity and criticality, The PMO Analyst is responsible for:
- Structuring Offers and Projects, Plans, and Governance
- Supporting the structuring of the project from the Offer phase and ensuring a smooth transition between the offer and the project by establishing the baseline.
- Structuring the management of offer and project data.
- Contributing to the adjustment of processes, instructions, and BP guidelines to the context of the offer or project.
Resource Management and Planning
- Provide expertise and know-how in planning techniques and tools.
- Prepare and manage schedules using MS Project software, including monitoring and verifying adherence to the schedule.
- Ensure the definition and maintenance of the PERT and Integrated Master Schedule, their coherence, and completeness, and contribute to them from the offer phase.
- Contribute to the implementation of the S&OP process in projects.
Reporting Management
- Ensure the consolidation of deliverables for the offer and the project according to client expectations.
- Alert on discrepancies and deviations, analyze root causes, and propose reduction solutions.
- Prepare internal and external reporting.
Risk Opportunity Coordination
- Be a key player in the identification of risks and opportunities from the offer phase.
- Initialize and maintain the risk and opportunity register (including mitigation plans) from the offer phase.
Offers Projects Reviews
- Assist the capture leader/bid manager in preparing Gates and offer reviews.
- Support the project manager during milestone reviews and project reviews: from handover to closure review.
- Ensure the punctuality of offer and project reviews.
Finance (Costs, Revenue, Cash)
- Contribute to the preparation of the estimation file during the offer phase.
- Ensure the allocation of the project budget in coordination with the financial controller.
- Consolidate actual costs, challenge the Estimate To Complete, and the schedule.
- Consolidate the financial situation and ensure invoicing.
Data Management
- Contribute to the preparation of the offer file and control documentation.
- Assist in managing communication documentation received from or sent to the client in an organized and easily accessible manner (filing/maintenance of the project folder).
Initialize and maintain the matrix of non-technical requirements compliance.
- Initialize and update data management and action tracking tools.
- Organize and manage offer and project files.
Capitalization
- Supervise and coordinate the quantitative capitalization of offer and project management activities.
- Collect and analyze lessons learned throughout the project lifecycle.
- Share within the relevant offers and projects community.
Others activities:
- Maintain project monitoring data/performance indicators (Dashboard);
- Assist in preparing project review presentations;
- Participate in project follow-up meetings, including interface with the operational team;
- Assist in preparing minutes of project meetings;
- When necessary, issue purchase requests for materials/services required for project execution, as well as assist in monitoring the entire process until material arrival/service completion;
- Submit payment requests to suppliers and follow up until actual payment is made;
- Be available for occasional travel, depending on project needs, for work meetings at client and/or supplier offices and/or for on-site activity monitoring;
- Contribute to and support activities directly related to the Project Management Office, including:
- Assistance in preparing managerial review presentations (PMO Review, R&D Review, PPB Review);
- Participation in PMO Review, R&D Review, PPB Review meetings;
- Preparation of minutes for PMO Review, R&D Review, PPB Review meetings;
- Update the “Action Monitoring” with actions from project meeting minutes, and monitor and control the completion of actions with those responsible;
- Update and control the OTD (On Time Delivery) and COD (Conformity on Delivery) indicators of contractual project events, including interface and follow-up to ensure contractual delivery dates;
- Compile and publish the monthly “Workload” report for projects and opportunities;
- Participate in organizational initiatives related to Project Management, share experience and knowledge aiming at improving the organization and competitiveness with a focus on continuous improvement;
- Follow company guidelines, including but not limited to certifications, Environmental Policy, ISO14000, among others applicable;
- Perform other related tasks as assigned by the immediate supervisor.
Minimum Qualifications
- Completed Higher education Graduated, preferably in Exact Sciences (Engineering, Administration, or other related courses). Would be considered as differential: Post-graduation or MBA in Project Management
- Certifications like IPMA Level D or CAPM (Certified Associate in Project Management) from PMI would be considered as differential
- Experience in national and international structuring projects for Defense, Infrastructure, O&G, Electrical, Transportation, etc.
- English Language – Fluent. Would be considered as differential: Spanish and/or French Language - Advanced.
- Proficiency in Microsoft Office Package (Excel - advanced, Word, PowerPoint).
- Knowledge of project management methodology and its tools (mandatory).
- Proficiency in planning tools: MS Project (mandatory) or others (Primavera).
- Knowledge in critical path analysis and risk assessment.
