OVERVIEW
This System Administrator 3 position will support Software Infrastructure and Support Services organization (JDT).
- This group provides products and specialized technical support directed toward real time operation of the transmission system, application services support, and critical operating information necessary for other functions to carry out their duties.
- The PI Team within JDT supports data historians and provides analytical support for Operations Engineering group along with other departments in the agency. Data collected, compiled and amassed by the PI system is very dynamic and supports critical functions such as Dispatch.
- The PI administrator will support a high availability implementation of PI.
The ideal candidate would keep abreast of industry developments regarding appropriate network system infrastructure technology and sustain a high-level of attention to detail in preventing accidental system outages or problems.
REQUIREMENTS
Education & Corresponding Experience
- A degree in Computer Science, Information Technology, Business Systems, Engineering or a directly related field is preferred.
- 8 years of experience is required with an applicable bachelor’s or associate degree.
- 10 years of experience is required without an applicable bachelor’s or associate degree or no degree.
Required Technical Skills & Experience
- 8 years knowledge of and proficient skill in applying the following:
- The PI and AF (Asset Framework) Software Development Kit (SDK)
- The PI AF (Asset Framework)
- The PI Data Link add-in
- Data mining
Preferred Skills & Experience (optional)
- Utility industry experience
- Knowledge of and proficient skill in applying the following:
- Aveva PI high availability support/configuration
- Designing and/or maintaining high availability systems having 24x7 support
- Version Control Systems
- PI interface configuration and maintenance (Habconnect, SNMP, RDBMS, and DNP3 interfaces preferred)
- Ability to resolve issues and address questions about Aveva PI client tool installations
- Proven experience collaborating with software developers, testers and users throughout the System Life Cycle (SLC)
- Ability to create and maintain clearly written technical, user, and system documentation
- Ability to analyze information and use logic to address work related issues and problems, with understanding of impact on current and future programs and processes.
- Provide a sustainable IT infrastructure by supplying cross training and functional documentation.
ASSIGNMENT RESPONSIBILITIES
With oversight and approval from the Manager/Technical Lead:
- Assist with and provide recommendations on the interpretation of design specifications and system-wide technical designs;
- Develop, write and recommend code and test plans for software that addresses business needs and complies with project documentation requirements; following approved test plans and established deployment procedures, perform testing and deployment activities;
- As requested, test, configure, stage, migrate, maintain and document various vendor and in-house applications to provide solutions that support business requirements;
- As requested, provide technical evaluation, including weighted recommendations on potential technology solutions;
Serve as Point-of-contact (POC) for dual instances of the PI system to separately support two primary Control Centers:
- Respond to and assist with PI system issue resolution, trouble-shooting and user connectivity or critical function visibility concerns;
- Review event logs for system performance information; alert or escalate to manager or Team Lead any issues or concerns;
- Administer, track and document system access requests for both users and remote systems;
- Monitor and track PI system performance and provide recommendations for improvements
- Create / draft and recommend scripted (automated) procedures that identify problems quickly and reduce maintenance needs, time and costs; implement approved scripted / automated procedures;
- Research, identify and backfill missing data from source systems and transfer archives between collective members;
- Coordinate, facilitate, test, stage (to maintain 24/7 availability) and implement required, approved security patches;
- Coordinate, facilitate, test, stage (to maintain 24/7 availability) and update the PI server, interface, and client software with the latest vendor releases, as approved by manager / Technical Lead;
- Coordinate, communicate, test, stage (to maintain 24/7 availability) and implement approved system upgrades, enhancements and instance moves across the collective with Resource Managers;
- Monitor and maintain PI system availability at 99.9% or greater;
- Design, document, and communicate effective technical solutions meeting end-user requirements;
- Analyze, test, and apply changes to the application environment under the prevailing change management procedures and requirements;
- As requested, design, develop and support PI Datalink reports; provide technical support if user issues arise; escalate concerns to manager / Technical Lead as needed;
- Develop, recommend and present manager-approved training material for SCADA PI system users;
- Maintain SCADA monitoring displays and reports; provide technical support if user issues arise; escalate concerns to manager / Technical Lead as needed.
- Provide OSI Web API development and support across the enterprise; provide technical support if issues arise; escalate concerns to manager / Technical Lead as needed.
- Provide assistance to Contracting Officer’s Representative (COR) with technical questions, and invoice review for OSI PI system O&M contract.
- Provide estimated O&M annual costs for manager budgetary considerations.
- As requested, provide input and recommendations to help define system requirements for potential PI system upgrades, enhancements or functional system expansion; may also draft and recommend evaluation criteria; and, serve as non-voting, technical advisor for selection panel;
- May provide assistance with any reviews or audits regarding the PI system.
- Participate in group improvement efforts and initiatives, which may include providing technical input and recommendations; and, drafting processes, procedures, standards, guidelines and other organizational documentation, such as Continuity of Operations Plans (COOP), Change Management policies, etc.
- Provide on-call and backup support for existing systems and functions. Location for on-call and backup support may be at facilities or off-site.
- Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a need to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
