This role is a Regular, Full-time (1.0 FTE) that performs high-level systems analysis, configurations, and programming support in the use of design methods, concepts, tools, and software. An employee assigned to this classification will provide expert level technical support and guidance for infrastructure, systems, databases, and programs with special programming and systems analysis needs. Work may include advanced diagnostic troubleshooting, technical support for applications, hardware and software products, databases, database management systems, and network infrastructure equipment.
Distinguishing Characteristics
This position is a professional level classification, and the third level of the IT Analyst series. An employee assigned to this classification works independently on complex assignments that are of substantial importance to management and the technological infrastructure. This role will lead and manage projects and will act as a subject matter expert under the general supervision of a supervisor or director.

Essential Functions
- Provide primary advanced support for escalated problems and troubleshoot technology related to databases, infrastructure, systems, services, and equipment. Provide support and lead duties for Help Desk-related issues that require troubleshooting or escalation guidance. Develop recommendations to repair, rebuild, or replace technology to ensure a stable and supportable environment in support of business needs.
- Provide administration of IT databases, infrastructure, systems and services; monitoring, security, imaging, patch management, backups and other related duties to ensure a stable and supportable environment. Analyze data and reports and ability to make recommendations for the changing or upgrading of systems or services.
- Manage the build, test, and rollout of solutions that meet business and technology requirements. Manage small to medium-sized projects from planning to deployment to include customer education and training. Research and analyze information to identify the best possible technological solutions to be acquired to meet business goals and requirements
- Work with vendors on IT support-related issues. Research, analyze, and discuss new solutions or services. Coordinate meetings, brainstorming, and design discussions.

- Performs complex system programming, analysis, development, server administration, data modeling, and database management activities to maintain the information system.
- Defines, develops, and analyzes infrastructure and business systems.
- Installs, tests, and operationalizes financial, accounting, payroll, HRIS and other systems requiring software adaptation and configurations.
- Functions as a liaison between business units and technology services. Works with business customers to define system requirements and translate them into plans and specifications.
- Performs enterprise-level database design and performs integration and construction planning.
- Prepares detailed project plans and schedules, including risk identification, to ensure the successful integration of new systems and applications.
- Implements multiuser applications on the network.
- Utilizes knowledge of network operations to address application and infrastructure needs.
- Modifies existing databases and works with vendors to apply fixes that modify or correct software functionality.
- Develops stand-alone applications for various program activities.
- Determines system specifications and develops procedures to process information and meet qualitative measurement requirements.
- Creates and maintains records and documentation of software designs, system applications, and network infrastructures.
- Designs, documents, builds, and tests any required database migration. Performs Extract/Transform/Load (ETL) operations, moving data between servers, extracting, formatting, and loading data.
- Collaborates with senior IT staff, business partners, and vendors to analyze, support, troubleshoot, patch, and back up business critical applications and systems.
- Assists in the selection of software and hardware to address organization needs.
- Trains and assists employees in proper methods and procedures.
- Identifies and automates manual processes to increase reliability and efficiency of work.

Work Environment
- Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in office environments.

Salary: Salary ranges are listed on the job announcement and are based on the unique skills, education, and experience for the position. Salary offers are typically made at the starting pay step and are reviewed annually. You will get an annual cost-of-living adjustment that increases the salary range as well as an annual step increase on your anniveristy date. All salary offers are subject to administrative approval.
Medical, Vision, and Dental Insurance: The Department pays a significant portion of these premiums for employees, their spouse or domestic partner, and dependent children, with an FTE of .80 or greater. Employees with an FTE between .50 and .80 pay a pro-rated portion of their premiums. Medical, vision and dental coverage begins the first day of the month following date of hire.*
Life Insurance: The Department provides a term Life Insurance policy equal to the employee's annual salary, up to a maximum of $50,000.* Affordable voluntary, spouse, and dependent life insurance is also available.
Long Term Disability Insurance (LTD): The Department provides a base LTD policy which provides 40% income replacement for participants who are unable to work due to illness or injury for greater than 180 days. Buy-Up LTD is available at group rates and provides 60% income replacement to participants who are unable to work due to illness or injury for greater than 90 days.
Retirement: Eligible employees participate in the Tacoma Employees' Retirement System (TERS). TERS is a defined retirement benefit plan funded by both the employee and the Department. We also have a 457 Deferred Compensation retirement program available which allows individuals to set aside a portion of their income on a tax deferred basis.
