GENERAL PURPOSE
Design, implement, and administer local/wide area networks and citywide office automation systems. Performs complex administrative responsibilities and fills in for the IT Manager in his/her absence.

Essential Functions
Promote and follow the City's mission statement, values and expectations.
Develop and implement standard operating procedures and policies, including system security, quality control and design documentation.
Install, operate and administer all local area network software and hardware.
Create and maintain user rights and privileges for network, e-mail, and file system access.
Monitor network performance and capacity.
Create quarterly reports containing detailed information pertaining to the network (i.e. network bandwidth usage, user count, and file system space/quota).
Maintain Internet security by administering Firewall, security appliances and examining logs for any abnormal Internet activity.
Maintain virus protection for the City network and assist in the protection of client machines connected to the network.
Administer and maintain the City's telephone system.
Train and coordinate the use of the local area network and citywide office automation software with department computer specialists and users.
Diagnose and fix problems with network software/hardware and citywide office automation products.
Advise immediate supervisor on matters pertaining to the network, citywide office automation systems, personal computer systems and other related subjects.
Evaluate, test and provide recommendation on new products.
Plan, evaluate, test, install, and instruct users on upgrades of hardware and software.
Maintain an up to date comprehensive network system layout with specific inventories of hardware, software, and users.
Administer network system security; perform system and data file backup procedures. Advise departments and users about proper backup procedures for department applications.
Assemble, configure, and install network and personal computer system products.
Provide technical support to the Executive Staff, department computer specialists and users on the operation and interface of application programs on the network.
Maintain a log of department and user service requests, set work priorities, schedule work, and report on completion to supervisor.
Attend assigned training classes and workshops, read job-related magazines and technical bulletins.
Coordinate third party vendor services and products to include ordering service and communicating service and product problems.
Evaluate, design and maintain existing or proposed voice and data telecommunication systems.
Analyze the needs of the user and recommend solutions to the hardware and software systems.
Prepare detailed specifications and flowcharts for impleme
ntation of new internal programs or modifications to vendor software.
Design, develop and test communication software interface programs.
Coordinate installation of hardware.
Monitor the operations of data telecommunication systems and services of vendors.
Perform other duties as assigned.

Minimum Qualifications
** **
- Education and Experience:
Graduation from college with a bachelor degree in computer science, computer programming, networking/cyber security, data processing, mathematics or closely related field;
AND
Four to five (4-5) years of responsible experience performing the above and related duties.
Must be Cisco Certified Network Administrator (CCNA) and Cisco Certified Network Professional (CCNP) or similar generally accepted certifications or experience.
OR
An equivalent combination of education and experience.
- Knowledge, Skills, and Abilities:
- General knowledge of** computer systems, concepts, data file organization, programming principals, programming la guages, networking, routers, CSU/DSU, geographical information systems (GIS) computer aided drafting (CAD) systems, network architectures and technical standards, and uninterruptible power supplies (UPS), Virtual Private Networking, Network Address Translation, and Wireless networking.
- Thorough working knowledge of** Cisco devices and telephone systems, Microsoft Exchange, Microsoft Active Directory, network operating system software, network topology, related network software and hardware, firewalls, network virus protection, email spam filtering, system security, telephony system fundamentals and VOIP, personal computer operating systems, components, peripherals, applications software (Email, word processing, spreadsheet, database management) and terminal emulation.
- Ability to** perform duties with minimal supervision; organize and prioritize work based upon concepts and directions from the Information Technology Manager; work in a self-disciplined environment; diagnose and solve complex problems; develop effective working relationships with executives, supervisors and fellow employees; compose formal documents, reports and user manuals; communicate effectively verbally and in writing; work with sensitive material while operating and administering a local area network; adapt to changing software and hardware environments; learn from reading documentation and manuals; teach users, who have limited knowledge of computers, how to run software and hardware.
- Special Qualifications:
Must be available for emergency on call situations 24 hours a day; work extended hours and be available to work on a 24/7 on-call rotation.
Preferred Experience With Microsoft Active Directory/ Directory Services.
Preferred experience with Cisco Hardware/VOIP.
Must pass a security clearance and background approval to work with confidential police information.
Must be able to maintain confidentiality of secure and private information.
