Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Qualified candidates may be called for an interview.
These positions will serve as Lead Project Managers for the St. Paul District Regulatory Division. One of these positions may be assigned to the Regulatory Division’s Water Resource Development Act (WRDA) team. The incumbent in this role would be responsible for facilitating the management of the WRDA transportation and utility permit workload in Minnesota and Wisconsin.
Key Duties
- Evaluates all levels and types of Department of the Army (DA) permit applications, compliance, and/or enforcement cases (including those complex and/or controversial in nature).
- Develops and manages general permits (GPs).
- Develops procedures to implement directives from higher authority.
- Serves as the District representative on groups and task forces with missions of interest to the District and/or the Regulatory Division, and to complete assignments related to special regulatory initiatives.
- Facilitates the management of the Regulatory Division’s permit workload including pre-application consultation, evaluation of applications, and monitoring of permit compliance.
- Conducts or manages the evaluation of complex, controversial, and environmentally sensitive applications and permits for activities or work in waters of the United States.
- Assists in the management of the District regulatory program through the development, administration, and implementation of programmatic initiatives and requirements.
- Advises and mentors lower-graded team members.
- Manages workload distribution and reviews work products for a diverse team of project managers and administrative staff.
- Coordinates with team members, peers, and management to facilitate workload balancing, consistency, and information sharing.

Specialized Experience: One year of specialized experience which includes experience evaluating and reviewing complex and controversial permit applications; interpreting and applying environmental regulations and policies including the Clean Water Act, the Rivers and Harbors Act, National Environmental Policy Act, the Endangered Species Act, and the National Historic Preservation Act; and, conducting wetland delineations, field investigations, and outreach activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
