Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Qualified candidates may be called for an interview.
These positions will serve as Project Managers for the St. Paul District Regulatory Division. One of these positions may be assigned to the Regulatory Division’s Water Resource Development Act (WRDA) team. The incumbent in this role would be responsible for processing applications associated with the WRDA funding entities for transportation and utility projects in Minnesota and Wisconsin.
Key Duties
- Utilizes a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment.
- Evaluate Department of the Army (DA) permit application and compliance cases for activities in waters of the United States and/or navigable waters of the United States within the regulatory authority.
- Assist in the development of general permits (GP) and other programmatic initiatives.
- Assist in the development of procedures to implement directives from higher authority.
- Serve as a District representative on groups and task forces with missions of interest to the District and/or the regulatory program, and to complete assignments related to special regulatory initiatives.
- Coordinates activities with Lead Project Manager and Branch Chief to produce a timely and quality product which meets the overall objectives of the regulatory program.
- May be required to advise lower grade employees on the procedural aspects of the regulatory program, resolve differences among views and positions of other Federal and state agencies and private interests for finalizing certain regulatory actions.
- May be required to represent the Corps as an expert witness in court cases on permit decisions and/or enforcement actions in which involved.
- Conducts the evaluation of applications for permits, and the modification of permits, for activities or work in waters of the United States.
- Monitors compliance with permits and conducts the investigation of unauthorized work, developing and recommending resolution of enforcement actions.

GS 07 Specialized Experience: One year of specialized experience which includes experience applying basic knowledge of environmental principles, laws, and regulations in order to assist with processing and evaluation of permit applications; assisting in drafting and preparing documentation and correspondence; and, utilizing GIS and other tools to collect and synthesize environmental information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
- Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
- Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09 Specialized Experience: One year of specialized experience which includes experience evaluating and processing permit applications associated with environmental laws and regulations; knowledge and experience in the identification and delineation of wetlands and other aquatic resources; and, assisting in evaluating compliance with Federal environmental laws and regulations such as the Clean Water Act and Rivers and Harbors Act of 1899 or State equivalent laws and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS 11 Specialized Experience: One year of specialized experience which includes experience processing and evaluating routine non-controversial permit applications pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899 or similar permit processes involving wetlands or other aquatic resources; conducting routine environmental impact assessments and documenting findings; evaluating compliance with other state and federal laws such as the Endangered Species Act, National Historic Preservation Act, and the National Environmental Policy Act or State equivalent laws and regulations; and, monitoring compliance with permit terms and conditions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
