The Economic Development division is seeking a highly motivated and self-driven candidate for the position of Economic Development Administrator. Under the direction of the Economic Development Manager, this position performs professional, technical, and administrative tasks related to economic development, specific to the City of Santa Clarita’s Film, Sponsorship, and Special Event Permits Programs. This position is responsible for overseeing the administration and coordination of film permitting, sponsorship agreements, and special event permit activities; providing direction, training, and performance oversight to assigned staff; and serves as the City’s key point of contact for production companies, sponsors, and event organizers. This position researches and analyzes industry issues and trends and applies innovative strategies to strengthen Santa Clarita’s position as a leading Southern California destination for economic activity.
Duties and Responsibilities:
- Oversees the administration and coordination of the City’s Film, Sponsorship, and Special Event Permits Program, ensuring timely processing and consistent application of policies and procedures with a focus on economic impact and community benefit
- Supervises, trains, mentors, and directs the work of assigned staff, including workload management, performance evaluation, and professional development
- Serves as a point of contact for production companies, sponsors, event organizers, internal departments, and external agencies related to filming, sponsorships, and permitted events
- Coordinates with local studio movie ranches to promote film-friendly initiatives and processes while balancing the needs of the local community
- Coordinates and leads collaboration with various internal departments to support filming activities, sponsorships, and special events
- Conducts research and analysis related to film production trends and opportunities to strengthen Santa Clarita’s position as a preferred filming destination
- Prepares reports and recommendations to support program planning and improvements
- Provides strategic support in the evaluation, refinement, and implementation of Film, Sponsorship, and Special Event Permit processes to enhance customer service, efficiency, and program effectiveness
- Develops and updates program materials, guidelines, forms, and outreach content to support Film, Sponsorship, and Special Event Permits activities
- Responds to complex public inquiries and concerns related to filming, sponsorships, and special event permits; resolves matters in a professional and timely manner
- Develops, fosters, and maintains positive working relationships with the local business community and organizations; state/local agencies and associations; City management and staff; and the public
- Assists with division budget preparation, prioritizes needs, allocates funds to various programs, monitors revenue and expenditures, prepares decision packages, oversees program area purchasing
- Attends City Council meetings and other meetings as assigned
- Performs other duties as assigned
- Bachelor’s degree in Business Administration, Public Administration, Marketing, or a related field
- Three years of increasingly responsible journey-level experience in economic development, film and/or special event permitting, sponsorship administration, program coordination, marketing, or a related field
- Supervisory experience and a Master’s degree are highly desirable
- A valid Class C California driver license or the ability to utilize an alternative method of transportation to carry out job-related functions
- Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
- Strong understanding of the principles and practices of economic development and marketing
- Strong leadership skills and the ability to supervise, mentor, and train employees; establish employee goals and priorities; evaluate and provide constructive feedback on employee performance; and quickly and effectively address and resolve performance issues

- Strong verbal communication skills and the ability to explain complex information and present public presentations to large, or small groups
- Strong written communication skills and the ability to write clear, concise, detailed correspondence and develop comprehensive technical reports and documents
- Strong problem-solving and decision-making skills and the ability to identify solutions and make sound recommendations
- Strong understanding of the principles and practices of organization, administration, and budgeting
- Strong interpersonal skills and the ability to develop and maintain effective working relationships with all levels of staff, local businesses and organizations, state/local agencies and associations, and the public
- Strong customer service skills and the ability to interact in a tactful, professional, and helpful manner
- Strong work ethic and the ability to conduct oneself in a professional and ethical manner
