Overall Context- Company operates across China and the U.S., undergoing a global IT transformation driven by operational needs.
- Publicly listed on Nasdaq and currently rebranding under new name.
- No internal IT department; operations rely heavily on external IT service providers and contractors.
2. Current Needs & Objectives- Launch an IT improvement initiative to modernize and stabilize global information systems.
- Source a vendor capable of supporting global IS, including biotech‐specific needs (JSP, CSV, GxP).
- Strengthen ITGC and SOX compliance, including audit support.
- Establish or enhance help desk and general IT support functions.
- Optimize global IT operations for a company of roughly 40 employees.
- Develop a clear vendor strategy for long‐term IT support.
3. Desired Role / Resource Profile- Considering a key IT leader functioning as an "Outsourced CIO.”
- This person would:
- Lead day‐to‐day IT activities.
- Coordinate closely with the Chinese management team.
- Provide hands‐on support (onboarding/offboarding, operational IT tasks).
- Oversee cybersecurity, GxP data integrity, and compliance.
- Support ITGC and SOX audit processes.
- Biopharma/biotech experience is preferred, but the candidate should be comfortable with a smaller‐scale environment.
Services
The contractor will serve as the internal IT functional and technical stakeholder for Client, providing independent oversight, coordination, and advisory support during the transition from the current IT vendor to a new IT vendor and into an upgraded IT operating model.
Scope of Work
The Service Provider will perform the following services:- Develop and implement a short-term strategy for new and existing IT systems and processes, in coordination with key business functions, including Finance, Human Resources, Operations, and others as applicable;
- Plan, manage, and oversee the IT vendor transition, including transition planning, governance, timeline management, and coordination between incumbent and incoming IT vendors and internal stakeholders;
- Oversee and evaluate the performance of external IT partners providing core services, including Help Desk, Cybersecurity, Content Management, infrastructure, and other essential IT services; To make sure during the transition is that critical business operations such as email, finance, IT software, clinical studies, data storage safety and access should not be affected by the transition.
- Provide infrastructure management oversight, including cloud and on-premises environments, networks, servers, storage, backups, identity and access management, and disaster recovery, ensuring alignment with business, security, and resilience requirements;
- Act as the primary internal point of contact and decision authority for IT-related issues, initiatives, planning, and escalations;
- Identify and manage IT-related risks, including service continuity, security, compliance, and data protection during and after the transition;
- Support the definition of the post-transition IT operating model, etc.
