The California Energy Commission (CEC) is seeking a visionary Chief Information Officer to lead enterprise IT operations and advance innovative, data-driven solutions that support California’s clean energy mission.
This executive leadership role provides strategic direction for the adoption and implementation of modern IT technologies, data governance, and emerging tools, including artificial intelligence, while overseeing the design, development, security, and evolution of the CEC’s IT infrastructure.
What You’ll Do
Enterprise Data & Analytics Leadership (35%)
- Lead enterprise-wide data initiatives and elevate data literacy across the organization to support data-informed decision-making
- Drive integration, standardization, and usability of data assets across programs, aligning with industry best practices
- Maintain and enhance a cross-functional data governance framework focused on transparency, accountability, and measurable outcomes
- Expand the use of integrated data for operational planning, policy development, research, and evaluation
- Explore, pilot, and scale innovative technologies and methods to unlock the full value of the CEC’s data assets
IT Governance & Cross-Functional Leadership (20%)
- Provide governance and matrixed leadership for IT initiatives across the CEC
- Guide interdisciplinary teams to deliver secure, scalable, and resilient IT solutions
- Promote responsible adoption of new tools and applications, including generative AI, aligned with enterprise architecture and security standards
- Evaluate and modernize infrastructure, platforms, and tools to meet program needs
- Reduce barriers to innovation by refining procurement strategies that support scalable IT solutions
Enterprise IT & AI Strategy (20%)
- Oversee all IT functions, including applications and web development, infrastructure, cybersecurity, customer support, project management, procurement, and data engineering
- Serve as the CEC’s principal advisor on IT strategy, data management, and emerging technologies
- Lead the development and execution of an enterprise-wide data and AI strategy
- Identify and prioritize high-impact data and AI use cases that advance the CEC’s mission
- Define performance metrics to measure the value and impact of IT initiatives and adapt strategies in response to evolving needs or regulatory changes
People, Budget & Operations Leadership (10%)
- Lead, mentor, and develop IT Branch management and staff
- Oversee resource allocation, performance management, and professional development
- Direct budgeting, contract management, and expenditure approvals
- Develop budget change proposals aligned with strategic priorities
External Engagement & Compliance (10%)
- Monitor state and federal regulations to ensure compliance across IT practices
- Represent the CEC in external forums, industry events, and strategic discussions
- Stay ahead of emerging technologies and trends
- Identify opportunities for partnerships and innovation with vendors and public-sector peers

1. Demonstrated experience managing information technology portfolios and executing large information technology projects, including managing resources, contracts, and vendor management.
2. Demonstrated experience establishing and maintaining effective working relationships with internal and external groups (i.e., executive level management, system users, other state agencies, legislative staff, industry, local governments, etc.) that support the efficiency and effectiveness of information technology activities.
3. Demonstrated experience making policy recommendations on critical issues to organization leadership and coordinating efforts to implement those policies.
4. Demonstrated experience with technology assessment, evaluation, procurement, contracting, and modernization efforts.
5. Experience with and knowledge of IT networks, hardware, software, storage, project management, information security and privacy, and application development.
